What is the CE mark and why does it matter?

Manufacturers have a high degree of responsibility to produce information for operators as part of the CE marking process. This takes the form of producing operating manuals, description of the intended uses, service schedules and inspection regimes.

Sticking to these regimes will ensure that they meet their obligations as an operator. They have to be aware though that if there has been a significant change, accident, or a major new component fitted to a lifting machine then a further thorough examination and load test may be required.

All Penny Hydraulics’ products are covered by The Supply of Machinery (Safety) Regulations 1992, also called the Machinery Directive. This contains the essential health and safety criteria that all machines must meet.

There are responsibilities for designers, manufacturers and suppliers. We have developed a “technical file” that is a legal requirement and it documents how we meet these criteria. Having documented how we meet the criteria we can fix the CE mark to the hoist and release a “Declaration of Conformity”.

What is the BSEN12999:2011 standard?

EN12999:2011 is the European harmonised Standard for loader cranes in accordance with health and safety requirements from the Machinery Directive. EN12999 offers guidance, specifies the minimum requirements for design, calculation, examination and testing of hydraulically powered cranes and their mounting on vehicles or static foundations.

The standard states that “For cranes with a rated capacity of 1000 kg or above, the stability of the vehicle shall be included in the safety function of the rated capacity limiter.” NOTE Stability in this case means: Deployment of every stabilizer is monitored by the rated capacity limiter and the rated capacity is reduced or the crane is stopped, if not fully deployed. What PPE does a crane or hydraulic vehicle mounted lift operator need to wear?

As per the ALLMI/CPA Best Practice Guide, a crane or hydraulic vehicle mounted lift operator needs to wear following PPE:

  • Hardhat
  • Safety goggles/glasses
  • High visibility jacket
  • Gloves
  • Work boots

What are crane stabiliser legs used for and do I need them?

Crane stabiliser legs extend out the side of the vehicle to help stabilise the crane while it is in use. We will advise on the need for and type of stabiliser required as you may be lifting heavy loads, and without the legs you could potentially tip the vehicle over. Not all cranes or LoadLifts need legs.
